Over the years I have been successful securing passage of Federal policy on electronic communications, and with State Legislation in Texas. I'm an original petitioner in the FCC Rulemaking that established 47 CFR § 97.113(a)(3)(i), on the right of licensed amateurs who are employed by public or private agencies to fully participate. I wrote the petition. This was adopted by the Commission on July 14, 2010, and published in the Federal Register on August 4, 2010. The FCC said "We appreciate both of these filings, and, as discussed herein, support the requested rule changes." I organized efforts to oppose special interest BPL legislation at the state level, and to protect licensed users of spectrum from BPL interference. I worked to establish the Texas PRB-1 Law, and to change State Law to reinstate participation of amateur radio in the public schools.
